Criteria used (editable): Crash pattern (5+ in 12 mo), volume (≥ major + minor thresholds for any 8 hrs), and context flags (sight distance, ped/bike generators, speed transition).

For two-way stops, the tool highlights if minor control is justified and whether a multi-way should be explored. For multi-way, it reports if crash or volume warrants are met; use engineering judgment for final selection.
